Department of Health must impose initial application and biennial renewal fees for medical marijuana retail facility licenses, with fees set to cover implementation and administration costs

Department must begin issuing medical marijuana retail facility licenses by August 1, 2019

Individuals may not be an applicant, owner, officer, board member, or manager on more than one license application, and no individual or entity may hold more than one retail facility license

Department must implement training and educational programs to help minority business enterprises and veteran business enterprises qualify for licensure and contracts

Effective date is contingent on HB 461 or similar legislation being adopted in the same legislative session
