Creates the Dental Student Loan Repayment Program providing up to $50,000 per year for up to 5 years to Florida-licensed dentists who work in public health programs serving Medicaid and low-income patients in dental health professional shortage areas or medically underserved areas

Limits new participants in the loan repayment program to no more than 10 dentists per fiscal year

Eligible loan expenses include tuition, books, dental equipment and supplies, uniforms, and living expenses, with repayments made directly to loan holders

Establishes the Donated Dental Services Program to provide free comprehensive dental care through volunteer dentists to needy, disabled, elderly, and medically compromised individuals who cannot afford treatment but are ineligible for public assistance

Requires the Department of Health to contract with the Dental Lifeline Network to administer the donated services program, including maintaining a volunteer dentist network, patient referral system, and public awareness campaign
