Creates a new Commission on Capital Cases consisting of 6 members: 2 appointed by the Governor, 2 Senators (one from each party), and 2 Representatives (one from each party), serving 4-year terms

Transfers oversight responsibilities for capital collateral proceedings from the Justice Administrative Commission to the new Commission on Capital Cases, including maintaining the statewide registry of qualified attorneys and managing contracts with private counsel

Requires the Commission to meet quarterly, review administration of justice in capital cases, analyze Supreme Court case-tracking reports, and submit annual findings to the Legislature by January 1

Authorizes the Commission's executive director to permanently remove attorneys from the registry who seek compensation above statutory limits or who claim inability to provide adequate representation

Office of Legislative Services will provide staff support, and commission members receive per diem and travel expenses paid by their appointing entity
