Creates the Physician Fee Sharing Task Force within the Department of Health to address barriers to healthcare innovation and modernization of provider payment models

Task force membership includes the State Surgeon General (chair), Secretary of Health Care Administration, Attorney General, legislators, hospital representatives, health insurers, physicians, health IT companies, and healthcare attorneys with fraud/abuse expertise

Members serve without compensation or travel reimbursement; meetings may be conducted in person, by teleconference, or other electronic means beginning August 1, 2019

Task force must develop policy proposals for implementing alternative payment models, extending safe harbor provisions to physician practice groups, and reforming liability standards under federal and state anti-kickback and self-referral laws

Report with findings and recommendations due to the Governor and Legislature by December 1, 2020; task force expires January 1, 2021
