Amends chapter 2003-374, Laws of Florida, to authorize Halifax Hospital Medical Center district to establish, own, construct, operate, and maintain hospitals and health care facilities beyond its district boundaries within Brevard, Flagler, Lake, and Volusia Counties

Requires ad valorem taxes and non-ad valorem special assessments levied by the district to be used solely for health care facilities and services within the district boundaries, prohibiting expenditure of such funds outside the district

Authorizes the district to continue operating all facilities and services it was engaged in as of January 1, 2019

Permits the district to contract with individuals, partnerships, corporations, municipalities, counties, and state agencies to provide joint inpatient and outpatient facilities and health care services

Allows the district to own and operate facilities and provide services authorized under part IV of chapter 400, Florida Statutes (nursing homes and related facilities) throughout the entire State of Florida
