Allows state universities and Florida College System institutions to transfer dormitory residence plan fees to approved qualified nonprofit organizations that provide housing to full-time students who lack financial resources

Defines "qualified nonprofit organization" as a 501(c)(3) nonprofit that provides dormitories or residency opportunities, primarily serves students lacking financial resources, and has been approved by the Florida Prepaid College Board

Limits transferred dormitory fees to the average fees charged for state university dormitory residence or the fees charged by Florida College System institutions, whichever is less

Increases the minimum number of appointed directors on the direct-support organization board from three to four individuals, jointly named by the board chair and executive director

Effective date of July 1, 2019
