Authorizes establishment of elder abuse fatality review teams in each judicial circuit to review deaths of elderly persons caused by or related to abuse or neglect, housed administratively in the Department of Elderly Affairs

Review teams may include representatives from law enforcement, state attorneys, medical examiners, judges, adult protective services, area agencies on aging, healthcare administrators, victim services programs, and various medical and legal professionals

Teams must review only closed cases verified by the state attorney, with all identifying information redacted; members serve 2-year terms without compensation and teams must meet at least once per fiscal year

Each team must submit annual summary reports by September 1 to the Department of Elderly Affairs, including case statistics, policy recommendations, and prevention strategies; the department must then submit a compiled report by November 1 to the Governor, Legislature, and Department of Children and Families

Review team members receive immunity from monetary liability for their duties unless they acted in bad faith or with willful disregard for human rights, safety, or property; effective date July 1, 2019
