Raises the felony theft threshold from $300 to $1,000 for third-degree grand theft, and creates a new first-degree petit theft category for property valued between $500 and $1,000

Increases the threshold for theft from a dwelling or its unenclosed curtilage from $100-$300 to $1,000-$5,000 to qualify as third-degree grand theft

Raises the retail theft felony threshold from $300 to $1,000 for organized retail theft schemes involving coordination, multiple locations within 48 hours, or distraction tactics

Adds a requirement that a third or subsequent petit theft offense must occur within 3 years of the expiration of the most recent theft conviction's sentence to be elevated to a third-degree felony

Amends the Criminal Punishment Code offense severity ranking chart to conform with the new threshold amounts, effective July 1, 2019
