Expands conditional medical release eligibility to include inmates with "debilitating illnesses" (significant permanent conditions rendering them physically or cognitively incapacitated and not a danger to themselves or others), in addition to the existing categories of permanently incapacitated and terminally ill inmates

Redefines "terminally ill inmate" to require death expected within 12 months, replacing the previous standard of "imminent" death

Adds statutory definitions for "conditional medical release" (release from state correctional facilities for medical conditions) and "electronic monitoring device" (active tracking devices including voice, position, and biometric systems)

Maintains conditional medical release as an exception to mandatory minimum sentences for various offenses including drug trafficking, violent career criminals, dangerous sexual felony offenders, and firearm-related crimes
