Repeals the Florida Election Campaign Financing Act (sections 106.30-106.36, F.S.), eliminating public funding of campaigns for statewide candidates who agree to expenditure limits

Removes the requirement for candidates who received public campaign financing to return surplus funds to the General Revenue Fund

Eliminates the Division of Elections' duty to conduct post-election audits of campaign accounts for candidates who received Election Campaign Financing Trust Fund contributions

Removes the $5 voluntary contribution option for the Election Campaign Financing Trust Fund from boat registration forms and corporate annual reports filed with the Department of State

Takes effect contingent upon voter approval of HJR 613 (or similar resolution) at the November 2020 general election or an earlier special election
