Expands "medically essential" electric service protections to all electric utilities, including municipal utilities and rural electric cooperatives, not just public utilities regulated by the Public Service Commission

Broadens authorized certifiers from only physicians to include physician assistants and advanced registered nurse practitioners licensed in Florida

Requires electric utilities to notify customers of the medically essential certification process when opening accounts and at least semiannually via bill inserts or electronic communication

Extends disconnection notice requirements to 15 days and 7 days before scheduled disconnection (previously 24 hours), with mandatory written and telephone contact attempts for certified customers

Requires health care practitioners to inform at-risk patients of their right to medically essential service certification and provide completed certification forms upon request, with documentation in medical records
