Amends Florida's "Sunrise Act" (s. 11.62) to establish new requirements before adopting regulation of unregulated professions or substantially expanding regulation of already-regulated professions

Requires proponents of regulatory legislation to submit draft legislation and supporting documentation to the proposed jurisdictional agency, Senate President, and House Speaker at least 30 days before the legislative session

Mandates the proposed jurisdictional state agency provide analysis within 25 days, including implementation costs, anticipated license fees, impact on small businesses, economic growth effects, and transactional cost estimates

Defines "substantial expansion of regulation" as expanding scope of practice by regulating an activity not currently regulated by the state

Requires legislative committees to determine whether proposed regulation is justified, represents the least restrictive approach, and is technically sufficient before making recommendations on the legislation
