Revises the definition of "voter interface device" to prohibit its use for vote tabulation; all vote tabulation must be based on subsequent scanning of marked ballots or voter-verifiable paper output.

Requires all voting to use marking devices or voter interface devices that produce voter-verifiable paper output, with an exception allowing persons with disabilities to vote on accessible voter interface devices.

Mandates that by 2020, persons with disabilities must vote on voter interface devices meeting federal accessibility requirements under the Help America Vote Act of 2002.

Restricts the Department of State's manual recount rules by prohibiting electronic or electromechanical reading devices to review hybrid voting system ballots unless printed text is illegible, and prohibits vague catch-all provisions in recount standards.

Takes effect January 1, 2020.
