Establishes a comprehensive universal single-payer health care coverage program ("Healthy Florida") for all Florida residents regardless of immigration status, administered by a nine-member Healthy Florida Board appointed by the Governor, Senate President, and House Speaker

Eliminates all premiums, copayments, deductibles, and other cost-sharing for covered benefits including hospital services, prescription drugs, dental, vision, mental health, substance abuse treatment, long-term care, and all services currently required under Medicaid, Medicare, and the Affordable Care Act

Requires the state to seek federal waivers to redirect Medicare, Medicaid, CHIP, and ACA funds into a Healthy Florida Trust Fund to finance the program, with intent to merge these programs into a true single-payer system

Authorizes health care providers to engage in collective bargaining with the program over payment rates and methodologies, while prohibiting provider strikes and requiring all payments to be accepted as payment in full

Creates a public advisory committee of 20+ members including physicians, nurses, consumers, labor representatives, and hospital officials to advise the board on policy matters
