Creates the Healthy Florida Trust Fund within the Office of Insurance Regulation to support a health care program called "Healthy Florida," with unexpended funds carrying forward to the next fiscal year

Fund sources include federal waivers and payments related to Medicare, Medicaid, and the Affordable Care Act, as well as state appropriations equivalent to 2018-2019 fiscal year health care spending

Prohibits use of administrative funds for staff retreats, promotional giveaways, excessive executive compensation, or lobbying activities

Requires the board to maintain a prudent reserve, and mandates that all interest earned remains in the fund

Trust fund scheduled to terminate July 1, 2023 unless renewed; effective date contingent on passage of companion bill HB 697
