Requires public schools that provide human sexuality education to include medically accurate, comprehensive, and age-appropriate information covering topics including contraception methods, sexual health, responsible decision-making, and healthy relationships.

Mandates curriculum be made available to parents and guardians upon request, and allows students to be excused from sexuality education portions upon written parental request without disciplinary action or academic penalty.

Establishes a three-level compliance review process: parents may file complaints with district superintendents (30-day response), appeal to district school boards (30-day response), and further appeal to the Commissioner of Education (who investigates and can notify parents of violations).

Defines "medically accurate information" as content based on scientific evidence and recognized by mainstream organizations including the American Medical Association, CDC, FDA, and American Academy of Pediatrics.

Repeals section 1003.46 of Florida Statutes relating to health education and AIDS instruction, effective July 1, 2019.
