CS/HB 723 - Fire Protection Systems

• Adds fire protection improvement (fire sprinkler systems or Engineered Life Safety Systems) to the definition of qualifying improvements for property retrofitting under s. 163.08.

• Authorizes local authorities to accept fire protection system inspection reports by United States mail, hand delivery, or third-party vendors; requires State Fire Marshal to adopt uniform submission rules that allow contractors to attach detailed reports without requiring standardized format entry.

• Requires residential high-rise condominium associations to retrofit common areas, association property, and individual units with fire sprinkler systems or Engineered Life Safety Systems, with completion deadline of January 1, 2022, unless unit owners vote by majority to forego retrofitting.

• Allows condominium associations implementing fire protection improvements to elect assessment upon the entire condominium property as a whole instead of per-unit assessment, with ability to return to per-unit assessment after improvements are completed.

• Takes effect July 1, 2019.
