Exempts intrastate commercial motor vehicle operators not transporting placarded hazardous materials from electronic logging device and hours of service supporting document requirements until December 31, 2019, and updates the applicable federal regulations reference date from December 31, 2012 to December 31, 2018

Increases the maximum overall length for stinger-steered automobile transporters from 75 feet to 80 feet (exclusive of load), allows automobile transporters to backhaul cargo or general freight within weight limits, and permits the load on stinger-steered automobile transporters to extend up to 4 feet beyond the front bumper

Authorizes unladen power units to tow two trailers or semitrailers (towaway trailer transporter combinations) up to 82 feet in overall length and 26,000 pounds gross weight, provided the trailers are inventory property of a manufacturer, distributor, or dealer

Extends weight fine calculation provisions for natural gas vehicles to also cover electric battery-powered vehicles, with a maximum gross vehicle weight of 82,000 pounds for either fuel type

Requires the Department of Transportation and Department of Highway Safety and Motor Vehicles to develop by January 1, 2020, a permitting program for truck tractor-semitrailer-trailer combinations (with trailers between 28 and 48 feet each) transporting farm products within 60 miles in the Everglades Agricultural Area, with a maximum overall gross weight of 155,000 pounds; the program expires January 1, 2025, unless reauthorized, and is prohibited if it would adversely affect federal funding
