Expands the public records exemption in Florida Statute 943.059 to include criminal history records of minors that are administratively sealed under section 943.0586 (for cases not filed, dismissed, or resulting in acquittal).

Makes administratively sealed records of minors confidential and exempt from public records disclosure under Florida Statute 119.07(1) and Article I, Section 24(a) of the State Constitution.

Allows sealed records to be disclosed only to the subject of the record, their attorney, criminal justice agencies, judges, and specified state entities for licensing, employment, and access authorization purposes.

Applies the Open Government Sunset Review Act with an automatic repeal date of October 2, 2024, unless the Legislature saves the exemption from repeal through reenactment.

Takes effect contingent upon HB 747 or similar legislation becoming law in the same legislative session.
