• Reduces the validity period of concealed weapons or firearms licenses from 7 years to 4 years after issuance.

• Requires applicants to successfully demonstrate firearms proficiency by completing a course of fire proficiency demonstration with a minimum score of 70 percent, using specific three-stage shooting exercises at distances of 3, 7, and 15 yards.

• Establishes proficiency demonstration requirements using a standard B-27 target (24 inches by 45 inches), with live ammunition and no optical enhancers permitted.

• Maintains alternative methods to satisfy proficiency requirements, including completion of approved hunter education courses, National Rifle Association training, law enforcement courses, military service, or prior firearm licensing in Florida.

• Takes effect July 1, 2019.
