Creates section 688.01 of Florida Statutes establishing a public records exemption for trade secrets held by agencies, exempting them from disclosure under Florida's public records law and state constitution.

Excludes from trade secret protection specific contract information including parties to the agreement, payment amounts and structures, nature of commodities or services purchased, and contract unit prices and deliverables.

Requires persons submitting records claimed to contain trade secrets to provide written notice to the agency, mark each page or section with "trade secret," and verify through sworn declaration that the information meets the statutory definition.

Allows agencies to disclose trade secrets to other government officers or employees whose duties require access, and protects agency employees from civil or criminal liability for good faith releases of trade secret records.

Exemption applies through October 2, 2024, under the Open Government Sunset Review Act and does not apply to research institutes, university sponsored research divisions, or Florida College System technology transfer centers; effective date contingent on HB 759 or similar legislation becoming law.
