Amends section 270.11 of Florida Statutes regarding the sale or release of reserved mineral rights and entry rights on public lands.

Automatically releases right of entry for phosphate, minerals, metals, and petroleum interests on any contiguous parcel of less than 20 acres under the same ownership.

Requires local governments, water management districts, and state agencies to obtain a petition from the property owner with a statement of reasons justifying the sale or release of reserved interests in land parcels.

Changes the petition requirement from the "owner of the parcel" to the "purchaser for such interest" when selling or releasing reserved interests.

Takes effect July 1, 2019.
