Requires counties and municipalities to address contaminated recyclable material in contracts with residential recycling collectors and materials recovery facilities, including defining contamination, establishing reduction strategies, and setting procedures for rejecting contaminated materials.

Prohibits residential recycling collectors and recovered materials processing facilities from being required to collect, transport, or process contaminated recyclable material except under compliant contracts; applies to contracts executed or renewed after October 1, 2019.

Prohibits local governments from requiring further Department of Environmental Protection verification for certain permit-exempt projects and revises specifications for dock, pier, and bridge replacements and repairs that qualify for exemptions.

Imposes a moratorium on local ordinances and regulations restricting single-use plastic straws until July 1, 2024, and requires the Office of Program Policy Analysis and Government Accountability to study existing local straw restrictions and report findings by December 1, 2019.

Takes effect July 1, 2019.
