Amends Florida Statute 92.251 to establish the "Uniform Interstate Foreign Depositions and Discovery Act Law" for conducting discovery across state lines in civil proceedings.

Requires parties from foreign jurisdictions to submit foreign subpoenas to Florida county clerks, who must promptly issue subpoenas for service in compliance with Florida law and Rules of Civil Procedure.

Establishes that Florida law and rules govern all subpoenas issued under this act, including requirements for incorporating foreign subpoena terms and providing counsel contact information.

Specifies that challenges to subpoenas must comply with Florida statutes and rules and be submitted to the county court where discovery is conducted.

Takes effect July 1, 2019, and applies to all discovery requests in proceedings pending or commenced on or after that date; does not apply to criminal proceedings.
