Authorizes Florida College System institutions that offer baccalaureate degree programs to participate in intercollegiate athletics at both 2-year and 4-year levels.

Requires these institutions to maintain as primary mission: responding to community needs for postsecondary academic and career education, and providing associate degrees that provide access to universities.

Mandates institutions maintain open-door admission policies for associate-level and workforce education programs, continue outreach to underserved populations, and provide remedial education.

Requires compliance with statewide articulation agreements for 2-year and 4-year public degree-granting institutions and prohibits awarding graduate credit.

Takes effect July 1, 2019.
