States that the Environmental Protection Agency has not finalized the memorandum of agreement since March 2018, preventing Florida from completing the assumption process.

Identifies that the lack of agreement delays critical environmental restoration activities, including projects under the Comprehensive Everglades Restoration Plan.

Requires copies of the memorial to be sent to the President of the United States, President of the Senate, Speaker of the House, and all members of the Florida congressional delegation.
