Prohibits contractors and their affiliates from providing testing, construction, engineering, and inspection services on the same department-funded project that they are also qualified to work on; for projects partially or wholly funded by the department and administered locally, design and construction engineering services cannot be performed by the same entity.

Requires the board to establish reinstatement processes for void licenses and adds a minimum age requirement of 18 years for engineer licensure certification.

Revises engineer examination prerequisites and licensure requirements to include active engineering experience; tolls the application decision period if an applicant is required to appear before the board and allows denial if the applicant fails to appear within two regularly scheduled board meetings.

Modifies business organization qualification requirements by changing "certification of authorization" terminology and requires qualifying agents to notify the department within 30 days of changes to their application information.

Updates building inspection procedures to require structural inspections on threshold buildings during new construction or structural modification projects; extends notice timeframes from 2 days to 7 business days for private inspectors and changes permit review periods from 20 to 30 business days.
