Creates the Care for Retired Law Enforcement Dogs Program within the Department of Law Enforcement to provide stable funding for veterinary care of retired law enforcement dogs.

Department must contract with a nonprofit organization (501(c)(3) status for at least 5 years) to administer the program through a competitive grant award process.

Annual reimbursements to former handlers or adopters capped at $1,500 per dog for eligible veterinary care including wellness exams, vaccinations, emergency care, surgeries, specialty care, euthanasia, and cremation.

Nonprofit may use up to 10 percent of appropriated funds for administrative expenses including salaries and benefits.

Appropriates $300,000 in recurring funds from the General Revenue Fund annually starting in fiscal year 2019-2020; takes effect July 1, 2019.
