• School principals must communicate to parents about reproductive health instructional materials at least 10 days before students view such materials.

• Each district school board must maintain a website list of all instructional materials by grade level, including title, author, and ISBN number.

• District school boards must establish a formal policy and process allowing parents or county residents to challenge instructional materials, with objections resolved through an open public hearing before an independent hearing officer.

• District school boards must provide supplemental instructional materials and create a policy for classroom use of such materials in compliance with state law.

• The Commissioner of Education must review school district processes for evaluating non-state-adopted materials and report findings to the Governor and Legislature by December 31, 2020, including statistics on removed materials and recommendations for public access to material reviews.
