Revises the definition of "administrative probation" to allow courts to order it or the Department of Corrections to transfer offenders into this status, rather than only allowing transfers after satisfactory completion of half the probation term.

Allows the Department of Corrections to transfer offenders to administrative probation if they present a low risk of harm to the community and have satisfactorily completed at least half of their probation term.

Authorizes the Department of Corrections to establish procedures for transferring offenders to administrative probation and to collect an initial processing fee of up to $50 per probationer transferred.

Exempts offenders on administrative probation from further payment for the cost of supervision as required in section 948.09.

Takes effect October 1, 2019.
