Creates section 1002.78 of Florida Statutes requiring public elementary schools with kindergarten programs to collaborate with private prekindergarten providers in their area.

Requires elementary school principals to identify feeder patterns of private prekindergarten programs and establish communication channels with prekindergarten directors, parents, and students.

Mandates principals provide early registration processes for kindergarten enrollment, prepare welcome packets with kindergarten preparation activities, and invite private prekindergarten directors to meetings discussing student data and assessment results in compliance with the Family Educational Rights and Privacy Act.

Requires principals to plan and execute opportunities for private prekindergarten providers, parents, and prekindergarten students to visit and participate in school activities with kindergarten students.

Directs the Office of Early Learning and early learning coalitions to assist school principals in identifying private prekindergarten programs and connecting them with prekindergarten directors.

Takes effect July 1, 2019.
