Creates the Statewide Task Force on Opioid Drug Abuse within the Department of Legal Affairs to research opioid abuse and recommend policies on education, interdiction, prosecution, treatment, and prevention.

Task force membership includes 19 categories of representatives appointed by the Attorney General, State Surgeon General, various state agency heads, legislative leaders, sheriffs, police chiefs, state attorneys, public defenders, and representatives from medical, pharmacy, insurance, and addiction recovery organizations.

Task force must hold its organizational session by July 15, 2019, and meet at least four times annually; members receive per diem and travel expense reimbursement; Department of Legal Affairs provides necessary staff support.

Task force duties include collecting opioid abuse data, evaluating treatment best practices, identifying regulatory needs for synthetic opioids, analyzing law enforcement training needs, and developing funding priorities including proceeds from opioid manufacturer settlements.

Task force shall submit interim reports by December 1, 2019, and January 15, 2021, with a final report by June 30, 2022; the task force automatically repeals on the earlier of the final report submission date or June 30, 2022.
