Creates Florida Statutes section 456.0231 to exempt out-of-state licensed physicians from Florida licensing requirements when treating veterans.

Defines "physician" as someone holding an active, unencumbered license to practice allopathic or osteopathic medicine from another state, the District of Columbia, or U.S. possession, commonwealth, or territory.

Requires physicians to submit proof of active out-of-state medical license, proof of current employment with the U.S. Department of Veterans Affairs, and attestation that services will only be provided to veterans in VA hospitals.

Mandates the Department of Health notify eligible physicians within 15 business days of documentation receipt that they are exempt from chapters 458 and 459 licensure requirements.

Takes effect July 1, 2019.
