School districts may use taxpayer-approved bond referendum funds to construct educational, auxiliary, or ancillary facilities without requiring a survey recommendation.

Districts may use local capital outlay improvement funds, sales surtax revenue, local governmental surtax revenue, impact fees, and private gifts or donations for capital outlay purposes without a survey recommendation.

Existing cost per student station limits for new construction remain at $17,952 for elementary schools, $19,386 for middle schools, and $25,181 for high schools, adjusted annually for inflation.

Districts must maintain accurate documentation of construction costs and comply with limits during audits by the Auditor General, with exceptions for contracts executed before July 1, 2017.

The Office of Economic and Demographic Research must update the January 2017 report on cost per student station by October 1, 2019, including recommendations for modifying the model and guidance on categorizing costs and forecasting construction expenses.
