Adds Naval Support Activity Orlando (including Bugg Spring and Naval Ordinance Test Unit) and United States Southern Command (Miami-Dade County and Doral) to military installations authorized to exchange land development compatibility information with local governments.

Extends easement protections to base buffering encroachment lands acquired under s. 288.980(2)(b), ensuring easements survive tax sales and deed executions after the effective date.

Requires students whose parents are transferred or pending transfer to a military installation within a school district on active duty to be considered district residents and receive preferential treatment in controlled open enrollment.

Expands resident tuition classification for active duty armed services members and their spouses and dependent children to include attendance at Florida College System institutions or state universities within 50 miles of their military installation.
