Increases the minimum credited service benefit for West Palm Beach firefighters from 2 percent to 2.75 percent per year of credited service.

Changes the assumed investment rate of return for the pension fund retroactively to October 1, 2018 from 8.25 percent to 7.5 percent (with text showing prior effective date of October 1, 2014 at 8 percent).

Revises pension benefit denial hearing procedures to require the Board of Trustees to take action within 5 days after the first hearing, instead of within a reasonable period.

Clarifies that tape recordings of pension hearings are maintained by the pension's secretary or plan's administrator as part of the official Board files.

Amends Chapter 24981 (1947) of Florida law governing the West Palm Beach Firefighters Pension Fund; takes effect upon becoming law.
