Authorizes manufacturers with vendor licenses to sell, transport, and deliver malt beverages directly to vendors in kegs of 5.16, 7.75, or 15.5 gallons, with restrictions on manufacturers having franchise agreements or producing more than 7,000 kegs annually.

Allows vendors licensed as manufacturers to transfer malt beverages to restaurants with common ownership affiliations within a restaurant group comprising not more than 15 restaurants.

Permits manufacturers authorized to make direct deliveries to transport malt beverages in vehicles owned or leased by the manufacturer or any person disclosed on the manufacturer's license application and approved by the division.

Revises the definition of "manufacturer" in beer distributor regulations to exclude persons whose total production volume does not exceed 150,000 gallons of malt beverages per year.

Allows manufacturers to terminate distributor contracts after 120 days' written notice if the manufacturer's product sales do not exceed 10 percent of the distributor's total alcoholic beverage sales in the prior calendar year.
