Creates s. 790.1741 effective October 1, 2019, prohibiting firearm owners 18 years or older from keeping firearms in a residence if they know or have reason to know another resident is prohibited by state or federal law from owning, possessing, purchasing, or receiving a firearm.

Provides exceptions to the prohibition if the firearm owner stores the firearm in a locked container, locked gun safe, locked trunk, disables it with a safety device, secures it with a locking device, or keeps it readily accessible for immediate use.

Establishes violation of the new firearm storage prohibition as a second-degree misdemeanor punishable under s. 775.082 or s. 775.083.

Expands the definition of "family or household member" and "petitioner" in s. 790.401 to allow family or household members to file risk protection order petitions, in addition to law enforcement officers and agencies.

Requires each clerk of court to report annually to the Office of State Courts Administrator on risk protection order petitions, temporary ex parte orders, orders entered and denied, orders vacated, and orders extended, with the office publishing compiled reports by April 1, 2020 and annually thereafter.
