• Prohibits persons convicted of misdemeanor domestic violence offenses from possessing firearms or ammunition, and requires mandatory surrender of all firearms, ammunition, and concealed carry licenses upon conviction.

• Requires courts to order defendants to surrender firearms and ammunition to local law enforcement within 72 hours, with law enforcement issuing receipts and filing originals with the court.

• Authorizes law enforcement to seek search warrants if probable cause exists that a defendant failed to surrender firearms, and allows courts to issue warrants upon sworn testimony of non-compliance.

• Permits defendants to transfer surrendered firearms to eligible third parties who pass background checks and attest to secure storage away from the defendant.

• Requires law enforcement to remove firearms from domestic violence scenes when probable cause exists that domestic violence occurred and the firearm is in plain view, with firearm owners able to reclaim them within 14 days unless ordered to permanently surrender them.
