Amends Florida Statutes sections 329.41 and 329.51 to clarify that a lienor does not need to possess an aircraft to perfect a lien for fuel, labor, services, or material furnished to the aircraft.

A lien is perfected by recording a verified lien notice with the clerk of the circuit court in the county where the aircraft was located when the services or materials were last furnished.

Lienor must record the lien notice within 90 days after the labor, services, fuel, or material was last furnished.

The lien notice must include the lienor's name, aircraft owner's name, aircraft description, claimed lien amount, and date of expenditure completion.

Effective date is July 1, 2019.
