Amends section 120.525, Florida Statutes to allow voting members of regional planning councils covering three or more counties to participate remotely via telephone, videoconferencing, or similar real-time electronic communication and be counted toward quorum requirements.

Remote participation is only permitted if the communication is broadcast publicly at the meeting location and at least one-third of voting members are physically present at the meeting location.

Requires members intending to participate remotely to provide oral, written, or electronic notice to the regional planning council at least 24 hours before the scheduled meeting.

Takes effect July 1, 2019.
