Creates section 125.272 for county peer support programs and section 166.0494 for municipal peer support programs, establishing confidentiality protections for non-health care providers offering peer support to first responders.

Defines "first responder" to include law enforcement, firefighters, emergency medical technicians, public safety communications officers, dispatchers, and 911 operators.

Prohibits non-health care practitioners providing peer support from testifying or divulging peer support information in any civil, criminal, administrative, disciplinary, or other proceeding, with limited exceptions.

Allows disclosure of peer support information when the peer support provider is a defendant in a proceeding filed by the first responder, when the first responder gives written consent, or when there are articulable facts suggesting danger to the first responder, another person, or society.

Takes effect July 1, 2019, and provides immunity from liability for peer support providers who disclose information under the safety exception.
