Revises the district cost differential calculation used in the Florida Education Finance Program by multiplying the most recent 3-year average wage level index for each school district by 0.008 and adding 0.200 to the product.

Requires the Department of Education to consult with school districts, industry representatives, the Department of Economic Opportunity, and academic and private sector experts in econometric modeling during development of the wage level index.

Amends section 213.053 to allow designated Department of Education employees to access Department of Revenue tax information solely for determining each school district's price level index under section 1011.62(2).

Reenacts provisions in sections 402.22(6), 1002.37(3), 1002.71(3)(b), and 1003.52(13)(a) to incorporate amendments to the district cost differential in references to section 1011.62.

Takes effect July 1, 2019.
