Adds tuition and fees for art, music, and theatre programs as an authorized use of Gardiner Scholarship funds for eligible students with disabilities.

Modifies age eligibility requirement from "on or before September 1" to "when on or before September 1" for students aged 3 or 4 years old applying for the program.

Requires initial compliance statements to be notarized and clarifies that annual submissions must be sworn compliance statements to the organization administering the scholarship.

Mandates the Department of Education implement a secure Internet website or electronic system allowing parents to submit all required information to maintain program eligibility.

Takes effect July 1, 2019.
