Authorizes motor vehicles to be equipped with lamps or devices underneath the vehicle if they do not emit prohibited light colors under s. 316.2397(1) or (7) or s. 316.238.

Permits volunteer firefighters and medical staff to display red or red and white warning signals on personal vehicles when responding to emergencies, subject to permit requirements and operational restrictions.

Allows independent entities holding damaged vehicles to notify owners by certified mail or commercial delivery service (with proof of delivery) of 30-day vehicle pickup periods, and to apply for certificate of destruction or title if unclaimed after 30 days.

Authorizes authorized insurers, licensed salvage motor vehicle dealers, and licensed motor vehicle auctions to serve as electronic filing system agents for processing derelict or salvage vehicle transactions and certificates of destruction.

Updates the definition of "authorized emergency vehicle" to include vehicles authorized under s. 316.2397 to display red, red and white, or blue lights; excludes wreckers and utility trucks used only incidentally for emergencies.
