• Requires Sections 20 and 29 located within Township 28 South, Range 36 East to be annexed into the City of Palm Bay.

• Maintains the Melbourne-Tillman Water Control District as a dependent special district responsible for constructing, reconstructing, repairing, maintaining, and operating a surface water management system.
