Reduces criminal penalties for distribution of cannabis without consideration to a first-degree misdemeanor when delivering up to 20 grams of cannabis, 6 grams of cannabis concentrate, or 600 milligrams of THC in cannabis products or edibles in any combination.

Reduces criminal penalties for possession to a first-degree misdemeanor when possessing up to 20 grams of cannabis, 6 grams of cannabis concentrate, or 600 milligrams of THC in cannabis products or edibles in any combination.

Excludes cannabis resin extracted from cannabis plants from the reduced penalty provisions, treating extracted resin separately from cannabis plant material.

Reenacts sections 772.12(2)(a) and 893.15 to incorporate changes and maintain cross-references under the Drug Dealer Liability Act and rehabilitation provisions.

Takes effect July 1, 2019.
