Establishes the Companion Animal Public-Private Partnership Act to encourage partnerships between government shelters and private rescue organizations to reduce costs and animal euthanasia.

Prohibits animal shelters from euthanizing animals if a qualified rescue organization has indicated it will take custody of the animal; shelters must instead release the animal to the rescue organization.

Defines "rescue organization" as a 501(c)(3) tax-exempt animal rescue, adoption, or animal cruelty prevention organization.

Exempts from the euthanasia prohibition animals suspected of rabies, dogs classified as dangerous under Florida law, and animals experiencing irremediable suffering (as certified by a licensed veterinarian).

Takes effect July 1, 2019.
