• Creates the Urban and Inner-City Crime and Gun Violence Prevention Commission within the Department of Law Enforcement, composed of 16 appointed members plus 3 ex-officio non-voting members, to convene by September 1, 2019.

• Requires the commission to investigate system failures and causes of high crime and gun violence in urban and inner-city communities and develop recommendations for improved interagency coordination between local and state law enforcement.

• Grants the commission power to investigate, issue subpoenas through the Department of Law Enforcement executive director, administer oaths, access confidential and exempt information related to crime incidents, and request professional assistance from state agencies.

• Requires the commission to submit an initial report to the Governor and legislature by January 1, 2020, with authority to issue annual reports thereafter.

• Appropriates $600,000 recurring funding and authorizes 5 full-time positions for fiscal year 2019-2020; commission sunsets December 31, 2023; takes effect July 1, 2019.
