Creates an overlay district in Kissimmee called the Downtown Community Redevelopment District with specified boundaries covering multiple platted subdivisions and sections in Osceola County.

Requires the Division of Alcoholic Beverages and Tobacco to issue a special alcoholic beverage license to restaurants in the district that meet specific criteria: at least 1,800 square feet of contiguous space, seating for 80 persons, and deriving at least 51 percent of gross food and beverage revenue from food and nonalcoholic beverages.

Mandates licensees maintain the 51 percent food and nonalcoholic beverage revenue requirement during the first 60-day operating period and each subsequent 12-month period.

Revokes licenses or denies permanent license applications for any licensee failing to meet the revenue requirement during the covered operating period.

Prohibits any person involved in a revoked or denied license application from having interest in a subsequent license application for 120 days after the final denial or revocation.
